An approved organization defines a low-risk task, fixed reward, capacity, location area, and observable completion criteria.
Policy rules prohibit roadside conduct, confrontation, surveillance, political persuasion, hazardous or licensed activity, and tasks aimed at minors.
Participants submit allowed evidence against the stated criteria. AI may assist, but uncertain or adverse decisions require human review.
Funding must cover the maximum fixed reward obligation. Every decision remains auditable and participants have an accountable appeal path.
